To use this version of tsrf for win and cygwin
the following steps are necessary

For cygwin 
1- Unzip the file tsrf.exe in yours HOME/bin directory,
- it will allow to work with tsrf scripts
(files initiating with #!$(HOME)/bin/tsrf)
2- Unzip the file plstnd.zip in the
directory /usr/local/lib/plfonts inside cygwin
3- Run tsrf.exe

For Win
1 - Unpacks the files tsrf.exe and cygwin1.dll in the same directory.
2 -  Make in C: a folder named /usr/local/lib/plfonts
and unpacks the files contained in  plfonts.zip
in this directory.
3 -Unfortunately, Win32 platforms don't provide the shebang syntax (#!),
or anything like it.  An alternative for the use of tsrf scripts would
be associate the files used in tsrf (.tr1) with the executable tsrf.exe
using  Open With...	(Not tested)
4 -Run tsrf.exe
